What is the Green Card Lottery? (History, Purpose, Eligibility)

The Green Card Lottery, officially known as the Diversity Immigrant Visa Program, was established in 1990 to broaden the range of nationalities immigrating to the United States. At its core, the program was designed to promote diversity by offering permanent residency opportunities to people from countries with historically low immigration rates to the U.S.

Every year, approximately 55,000 immigrant visas are made available through this program. The selection process is random, ensuring fairness and equal opportunity for applicants across eligible countries. The U.S. government runs this system to encourage a balanced mix of cultures and skills within the American population.

To qualify, applicants must meet two main criteria. First, they must be born in an eligible country. Countries with high recent immigration to the United States are excluded. Second, applicants must have at least a high school education or two years of qualifying work experience within the last five years. These requirements ensure that individuals entering the program are prepared to integrate successfully into U.S. society.

The Green Card Lottery is unique compared to other U.S. immigration pathways because it is not based on family ties or employment sponsorship. Instead, it provides opportunities to individuals who may not otherwise have a path to U.S. permanent residency. Over the years, millions of people worldwide have applied, making it one of the most popular immigration programs.

Who Can Apply for the DV Lottery 2026?

Eligibility for the Diversity Visa (DV) Lottery 2026 depends primarily on the country where you were born. Each year, the U.S. government publishes a list of eligible countries based on immigration statistics. Countries that have sent large numbers of immigrants to the United States in the past five years are excluded from participation.

For the DV Lottery 2026, most nations in Africa, Asia, Europe, Oceania, and parts of South America and the Caribbean are eligible. Examples include Kenya, Ghana, Nepal, Albania, Ukraine, Fiji, and Argentina. On the other hand, individuals born in countries such as Nigeria, India, Mexico, Canada, Brazil, and the Philippines are not eligible this year because of their higher rates of recent immigration to the United States.

Eligibility is tied to your country of birth, not necessarily your current nationality or citizenship. However, there are exceptions. If your spouse was born in an eligible country, you may claim their country of birth. The same applies if neither of your parents was born or legally resident in your country of birth at the time you were born; in that case, you can claim one of their countries of birth if it is eligible.

In addition to country eligibility, applicants must meet the education or work experience requirement. This means having completed at least a high school education or its equivalent, or having two years of work experience in an occupation that requires at least two years of training or experience.

When Does the Application Open and Close?

The application window for the Diversity Visa Lottery is very specific and must be followed closely. For the DV-2026 program, the registration opened on October 2, 2024, at 12:00 noon Eastern Daylight Time and closed on November 7, 2024, at 12:00 noon Eastern Standard Time. No entries are accepted after the deadline, and the system does not allow late submissions.

Applicants should note that only electronic submissions through the official U.S. Department of State website are accepted. Paper applications or emailed entries are not considered. The application is free of charge, so beware of any third-party services that try to charge you to submit.

Results for the DV-2026 lottery will be available online beginning May 3, 2025. Applicants must use their unique confirmation number, received at the time of submission, to check their status. The only way to confirm selection is through the Entrant Status Check tool on the official website. The U.S. government does not notify winners by email, phone, or mail.

Successful applicants must complete their visa processing during the U.S. fiscal year 2026, which runs from October 1, 2025, to September 30, 2026. Those who do not complete the process by this deadline lose their chance, even if they were initially selected.

Step-by-Step Guide to Applying for the Green Card Lottery Online

Applying for the Green Card Lottery is straightforward if you prepare correctly. Here is a step-by-step guide to help you:

Step 1: Prepare in Advance
Ensure you meet the eligibility requirements for your country of birth and education or work experience. Have a valid email address, access to a reliable internet connection, and all necessary personal details ready.

Step 2: Gather Photographs
You will need recent digital passport-style photos of yourself, your spouse, and all unmarried children under 21 years of age. These photos must meet strict requirements regarding size, format, and quality. Failure to follow the specifications can result in disqualification.

Step 3: Visit the Official Website
During the open registration period, go to the official Electronic Diversity Visa website. This is the only valid site for submissions. The form used is the DS-5501.

Step 4: Fill Out the Entry Form
Provide your full legal name, date and place of birth, gender, marital status, education level, passport details if required, and information about your spouse and children. Upload the photographs at this stage.

Step 5: Review and Submit
Before submitting, carefully review all information to avoid mistakes. Once submitted, the system will generate a confirmation page with a unique confirmation number. Print or save this page immediately, as it is the only way to check your status later.

Step 6: Check Your Status
In May 2025, visit the Entrant Status Check page and enter your confirmation number, year of birth, and authentication code to see if you were selected. If selected, follow the instructions to continue your visa application process.

Step 7: Proceed if Selected
Being selected does not guarantee a visa. Selected applicants must submit Form DS-260, attend a visa interview, and provide all required documentation, including education or work records, police certificates, and medical examinations. Visas are issued on a first-come, first-served basis until the annual limit is reached.
